How to Separate Account Operations from Campaign Management Fees

Price account access, funding and support separately from campaign execution.

An agency quote can look simple while combining two different services. Account operations covers the commercial and administrative work that keeps an advertising account usable. Campaign management covers the work that plans, builds, monitors and improves campaigns.

If the quote uses one percentage for both, the buyer cannot tell what is included, who owns each task, or what should change when the in-house team takes over campaign execution. Before comparing prices, split the scope.

Use two workstreams, not one vague “service fee”

Account operationsCampaign management
Advertiser eligibility and onboarding coordinationCampaign strategy and channel plan
Account provisioning, linking and user accessCampaign, ad set and ad creation
Funding, billing and invoice coordinationAudience, placement and bid decisions

Support routing and platform escalation coordinationReporting, analysis and recommendations

The boundary matters because platform permissions do not automatically define the commercial scope. Google Ads separates access levels and manager-account ownership; TikTok Business Center distinguishes Admin, Operator and Analyst-type permissions. A provider may be technically able to edit campaigns without campaign management being included, or may manage campaigns without controlling every billing action. Record both the system permission and the contracted responsibility.

Build a scope-and-fee matrix

Copy the following structure into the RFQ or order form. Add a row for every task that matters to your team.

TaskOwnerIncluded?Fee basisEvidence / output
Account eligibility review[buyer / provider / platform][yes / no][fixed / included / other]Requirements list and open conditions
User access setup[ ][ ][ ]Named users and access levels
Funding coordination[ ][ ][ ]Transfer reference and usable-balance record
Campaign build[ ][ ][ ]Campaign structure and launch checklist
Daily optimization[ ][ ][ ]Change log and decision notes
Performance reporting[ ][ ][ ]Report cadence, source and definitions
Urgent escalation[ ][ ][ ]Contact route and acknowledgement target

Do not leave the fee-basis column as “percentage” without defining the base. State whether it applies to transferred funds, usable balance, platform-reported spend or another amount. Keep media spend, account-operations fees, campaign-management fees, creative production, taxes and payment charges on separate lines.

Ask what changes when the operating model changes

A useful quote should work under more than one scenario:

For each scenario, ask which fee stops, which fee continues and which one-time handoff work applies. A bundled quote that cannot answer this question is difficult to audit later.

Define responsibility without promising platform outcomes

The provider can own its response, documentation and escalation work. It cannot guarantee a platform approval, policy decision or recovery time controlled by the platform. The campaign manager can own implementation and optimization, but cannot guarantee commercial results.

Use three labels in the responsibility matrix:

  1. Responsible: performs the task and records the result.
  2. Approver: authorizes spend, access or launch.
  3. External dependency: platform, bank or upstream provider controls the final decision.

This keeps a support promise measurable without turning it into an invented approval or performance guarantee.

Use the ad account RFQ template to collect the first quote, then use the total-cost comparison guide to normalize the commercial terms.

Tell YC Global Tech your website, target countries, media platform and expected monthly spend to discuss selected account-access, funding and operational-support arrangements. Campaign management, if required, is scoped separately; eligibility and commercial terms are confirmed before payment.
