Compare Two Agency Quotes Without Sharing Confidential Pricing

Two redacted advertising agency quotes beside an anonymized comparison worksheet
Compare normalized terms without circulating the original supplier documents.

A buying team often needs input from finance, legal or media operations before choosing an advertising-account supplier. Forwarding both original quotes to a large group can expose supplier identities, contact details, negotiated rates and payment instructions that those reviewers do not need.

Create a controlled comparison sheet instead of circulating the source files. Give each supplier a neutral code, normalize the same cost and service fields, and keep the originals in a restricted evidence folder.

Start with a distribution rule

Before redacting anything, check the NDA, proposal footer and internal procurement policy. An anonymized worksheet does not override a contractual restriction. Decide who may see:

Use the smallest practical review group. If a reviewer only needs to assess total cost or scope, do not send the supplier’s contact details, signature, bank account or unrelated customer examples.

Replace identities with stable codes

Label the offers Supplier A and Supplier B, then keep the identity map in a separate restricted location. Use the same code in every worksheet, question log and approval note so reviewers can trace issues without seeing the name.

This is a procurement control, not a claim that the material is legally anonymous. Official privacy guidance distinguishes anonymisation from pseudonymisation: replacing identifiers with a code can still allow re-identification when the mapping or other information exists. Treat the comparison as confidential business information even after names are removed.

Remove data that does not affect the decision

Remove or restrictKeep in normalized form
Supplier name, logo and salespersonSupplier code
Email, phone and signatureResponse date and validity date
Bank account and payment routingBilling currency and payment timing
Unrelated client names or screenshotsEvidence status: verified / unverified / unresolved
Free-text sales claimsStandardized scope and dependency notes
Raw rate presentationNormalized calculation for the same spend scenario

Do not alter a number silently. If a rate must be converted to another currency or applied to a common spend assumption, retain the original input, calculation formula, FX source and calculation date in the restricted working file.

Use one comparison template

Compare both offers using the same media-spend amount, currency, time period and service scope. If one quote includes campaign management and the other only includes account operations, show the difference instead of ranking the headline percentage.

Protect the meaning, not just the names

Even after names are removed, a distinctive country, payment entity, rate structure or support description may reveal the supplier to an informed reader. Before wider circulation, ask whether each retained detail is necessary for the decision.

Avoid screenshots when a structured cell will do. Screenshots may contain hidden names, browser tabs, account IDs, timestamps or comments. Re-type the decision field, then link back to the controlled evidence location for authorized reviewers.

Keep an audit trail

  1. Save each original quote unchanged with its received date.
  2. Create the supplier-code map in a separate restricted file.
  3. Record every normalization formula and assumption.
  4. Mark missing information as “not confirmed,” not zero.
  5. Log who approved the comparison and the final selection.
  6. Verify payment instructions again from the original authorized source before transferring funds.

The comparison sheet supports a decision; it should never become the source for a bank transfer. Payment details require a separate verification control.
